Public submissions enter a visible review queue. Moderation can reject unsafe content, but it cannot alter on-chain ballots, escrow balances, or execution receipts.

Every outcome records the moderator, reason, and timestamp. Rejected content remains separate from governance state.
Reads and mutations require the verified JWT admin claim and server authorization.
Content approval does not create a ballot or alter a contract. Canonical indexers advance governance stages from verified receipts.
